Here is my 24 POINT PLAN for Vallejo. It highlights My Vision and Priorities, in no specific order.
- People's priorities first, not city staff or city council's or private donors/unions agendas ... with nonprofits stakeholders, commission chairs, chamber presidents participating in the annual goal setting.
- Serious accountability at city hall at top levels – sharing closed meeting summaries and consequences for repeat failed lapses by staff and departments.
- United city council on all top city priorities like affordable homes, encampments, prostitution, illegal car shows, and fixing potholes on roads.
- Mare island homeowners tax inequity, reevaluation of island industry taxes/fees, keeping common sense balance i.e, homes V. factories; Initial review of reparations for years of overtax on home property taxes
- Restored, Funded Mare Island Preserve Trust with past projects and tours.
- VPD mental health training, drug testing of officers, DoJ plan implementation and monitoring, stepped up community relations, reassigning creatively to handle calls, support to Neighborhood Watch Groups and Citizens Air Monitoring Projects.
- Hiring more local staff and workers, with creative incentives to live and work and run businesses in V-town.
- City council meeting 3 x month that ends before midnight or earlier! Start ONE special meeting in August during the day to review mid-year progress on all fronts and budget issues.
- Unified downtown + waterfront + Sonoma Blvd. + Mare Island developments in collaboration/sync ... discourage piece by piece development by consultant/staff ideas … safer parks & recreation spaces that promote harmony, variety and inclusion in all these plans.
- Mandatory city budget reserves built from creative, and priority researched line-item review, tapping possible global resources too!! City Finances Audit by outside firms in 2025 including Mayor nominated ad hoc team of 3 auditing all CoV post-bankruptcy records, fund transfers and payments/payouts and RISK MANAGEMENT.
- Equitable space and grants for all ethnicities and diversities. “CoV Equity Commission " TB Agendized, Public Hearing, Constitute a Commission of 7 in 2025.
- Businesses: Absentee landlords and boarded downtown businesses revamping/2025 plan, liquidating unused city properties for the navigation center.
- New business license waiver for 1st year, bonus grants to existing ones who bring new businesses actively to Vallejo that stays for at least 2+ years ... cutting permit process time in half by issuing conditional permits.
- Actively exploring new business development through Vallejo Sister Cities in Japan, Korea, Ensenada—Mexico (i.e., IT & Environmental Projects)
- CM - 6 more district-level affordable housing projects by 2030, with monthly Office Hours for each city district council member at City Hall.
- State of the City address at City Hall by the mayor each January for all citizens free and open to the public. Also, a mid-year report at the August Special Meeting.
- Incentives to nonprofits with monitoring to start, efficiently run community gardens, yoga & meditation centers, tai-chi for seniors in all 6 districts.
- Annual Unity Day at the park with Resource Fair with City Council, City Manager and City Attorney present with multi-faith leaders!
- Improve and maintain grants for Animal Shelters in Vallejo.
- Youth - Seniors - Veterans wellness and mentoring projects.
- Better funded resources provided ART programs including Art Walk and assistance to Art Studios.
- City Charter: Review and bring council motion to bring amendment to city charter for hybrid Mayor/Manager style civic government 2025 – 2050.
- Renew Participatory budgeting (PB) for 10 more years with only Programs and Services (no infrastructure projects) funding at least $1.5 million each year.
- Funding all previous cycle PB unfunded projects with volunteers from unelected and mayoral candidates from 2020, 2022, and 2024 election cycles.
